WHITTINGTON PARISH COUNCIL

Minutes of the Parish Council Meeting held on 01 March 2005

 

  1. PRESENT: Cllr. S Close

  2. MINUTES of the meeting held on 4th January were agreed and signed.

  3. POLICE REPORT. CSO Gwilliam reported no crimes in the area since the last meeting. 
    Slurry on the B6524 had been a traffic hazard. She warned of 'cold callers' offering free fire prevention and security advice in the area. The products are expensive and there is pressure to buy.

  4. MATTERS ARISING: Cllr .Pelter to pursue the matter of the notice board at Docker Lane.
    There are still drainage problems at Docker; Clerk to approach the highways Dept.
    The Clerk is proceeding with the registration of the Town Quarry. A new tenant must be sought for the grazing.

  5. CORRESPONDENCE: a written complaint had been received about the condition of Burrow Moor Lane. The council will take steps to improve this. It was agreed that simply filling the potholes would be a short term solution and that more is now needed.
    Clerk will liaise with John Keegan over a link offered between the village web site and Lancashire Parish Portal.
    Copies of the new Code of Conduct were given to Councillors.
    It was agreed to enter the Best Kept Village competition again.

  6. FINANCES: Current Acc. £565.03: Saver Acc. £3,052.44.
    Clerk was authorised by the meeting to donate £200 to Wagtail magazine when requested.

  7. PLANNING: One application received;

    Application No. 05/00105/FUL
    Alteration of alignment of access road to Low Barn, Harris House and Lane Foot Farm, to give protection from traffic to development.
    For: Trustees of the North family Trust.
    At: Lane Foot farm, Newton, Whittington.

    Permission Granted:
    Application No. 04/01665/FUL
    Installation of additional bedroom window at first floor to rear.
    For: Paul Ogden
    At: 1 Rectory Gardens, Church St. Whittington. LA6 2NS

  8. OTHER MATTERS: A parishioner fell near Park House. Three streetlights were out and the narrow footway is damaged. Streetlights were repaired promptly and Clerk is assured that Highways Dept. will be attending to the footpath in the new financial year.
    Highways Dept. has been informed of blocked drains reported on Church St.
    Felled trees were reported close to the highway at the top of Hosticle Lane and at Saddlers Nook. Since none were encroaching on the highway, Council decided that no action was appropriate.
    The annual Floral Competition will take place again in July
    PC. Paul Winder to be asked to speak at the Parish Assembly on Tuesday 26th April.

    There being no further business, the meeting closed at 9.25pm.
    The next meeting of the Parish Council will be the AGM on 3rd May at 8pm.

    The PARISH ASSEMBLY will be held at 7.30 on Tuesday 26tb April at 7.3Opm.
    All parishioners are invited to attend and participate in this meeting.
