Minutes of the Parish Council Meeting held on 04 January 2005

  2. MINUTES of the meeting held on 2nd November 2004 were agreed and signed
  3. POLICE REPORT:  PC. Winder reported a decrease in the number of crimes in the parish in 2004 compared with 2003, down from 10 to 7. In November the Dragon's Head was burgled.
    PC. Winder reminded Cllrs. that he will be bringing the mobile police office to the village once a month in future on a Thursday between 5.30 and 6pm.The list of dates is on the notice board and will also be posted on the website. This is part of the PACT project and PC Winder will be happy to see any parishioner to discuss any problem or item which might be adopted as apriority under the scheme.
    A complaint had been received concerning Motor Rallies in November. The clerk had had difficulty in getting advice from the police contact in Lancaster in the absence of PC. Winder; he was able to clarify the details. (WPC. has no part and the police can only intervene after an offence has occurred)
    After an ensuing discussion on motoring in general, PC.Winder offered to adopt 'the  correct use of car lights' as a target for the PACT scheme this month.

  4. MATTERS ARISING:  The notice board at Docker Lane has not been mended.
    The gullies below Docker Hall have not been repaired. Clerk to follow up on both     matters.    
    Mike Harker will include the milestones in his painting scheme. The City Council will  provide equipment to ensure road safety while he is working when necessary.
    CSO Gwilliam had made enquiries about the dog fouling complained of and had spoken to some residents involved
  5. CORRESPONDENCE: Various items of correspondence had been received. That concerning motor rallies is dealt with in Matters Arising. Cllr. Hodgson will attend the meeting on Road Safety.
  6. FINANCES: The Current Acc. £1965.03. Saver Acc. £2052.44.
    Monies withdrawn since the last meeting;
    Ch. No. 000270 £18.98. Payment for two reflective gilets for use when litter picking.
    Cheques authorised at the meeting:
    Ch. No. 000271 £250.00 Clerk's salary.
    Ch. No. 000272 £150.00 Donation to NW Air Ambulance.

    It was resolved to transfer £1000.00 to the maintenance fund (Saver Acc.) to cover cost of continuing painting of sight railings and milestones etc.

    The Annual Precept was set at the same as last year; £2750.00

    Rental on the Town Quarry: it was agreed to accept £50pa if offered. Cllr. Close
    asked  whether the land was registered with the Rural Payments Agency (the tenant may have done this). Clerk to investigate and proceed with registration if necessary.

  7. PLANNING: One application received;

    Site Address: Newton hall, Newton, Whittington, Lancs.
    Proposal: change of use and conversion of stables to use for workspace (Class B1)
  8. OTHER MATTERS: The council asked that the Police be made aware of the problem of dog fouling, particularly in the churchyard and on the Long Footpath. C.S.O. Gwilliam will pass this on to P.C. Winder who will take action with the dog owners. Mike Harper will be asked to paint the milestones in the parish. Clerk will enquire about road warning signs to protect him while working on these and the railings.
    Cllrs. Close and Lawson reported drainage problems at locations in Newton and Docker. Clerk to report and request the Council to liaise with these Cllrs. for exact locations.

There being no further business the meeting closed at 9.30 pm
